Jeffrey Francis Bullock (born August 12, 1959) is an American academic administrator and the current president of the University of Dubuque, a Presbyterian college in Dubuque, Iowa. He has been president of the university since 1998, after spending two years as dean of the University of Dubuque's Theological Seminary.
Bullock is a 1977 graduate of Jackson High School in Jackson, Minnesota. He has an MA (1993) and PhD (1996) in Speech Communication from the University of Washington, an MDiv from Pittsburgh Theological Seminary, and a BA from Seattle Pacific University. Bullock is also an adjunct professor at Seattle Pacific University.
He was ordained at the First Presbyterian Church in Jackson, Minnesota.

Early Life & Career
Jeffrey Bullock was born in Ames, Iowa and raised in Omaha/Council Bluffs and Jackson, Minnesota. He is the son of Patricia Spangler Bullock, and is a 4th generation Iowan. He graduated from Jackson High School in 1977, and Seattle Pacific University in 1982 with a BA in Sociology. He received his M.Div. degree from Pittsburgh Theological Seminary in 1985, and his MA and PhD in Speech Communication from the University of Washington in 1994 and 1996 respectively.

After serving Presbyterian congregations in Murrysville, PA and Seattle, WA, Jeff was called to serve as Dean of the University of Dubuque's Theological Seminary. After two years of service, Jeff was elected to be the 11th President of the University of Dubuque in 1998 during one the most tumultuous times of its history.
In 1999, the University launched the Plan for Transformation amidst significant controversy and negative press coverage. At that time, the University's enrollment was in rapid decline, budgets were consistently at a deficit, and the endowment was near about $12 million. Working from a newly adopted Mission and Vision, the Transformation eliminated tenured faculty positions tied to underperforming programs, reduced the size of the professional staff, and landed the University on the American Association of University Professors list of censured institutions on which it still remains today.
Since those early and difficult Transformation years, the University has undergone a rapid period of growth and expansion. Enrollment has grown by nearly 500% to nearly 2500, diversity within the student body has grown from 3% to 25%, persistence and graduation rates now exceed the national average, student debt is one of the lowest of all colleges or Universities in the state, programs and majors have been added (Computer Graphics/Interactive Media, Nursing, M.Div. Online, DMin, Physician Assistant, and an accelerated program for working adults known as LIFE in Dubuque, Cedar Rapids, IA and Tempe, AZ) fourteen building projects which include twenty-four different structures have been constructed (including Library, Science Center, Technology Center, Undergraduate Student Apartments, Seminary Townhouses, Teaching and Administrative Center, Recreation and Wellness Center, Performing Arts/Student Center, et al.), and eight buildings have been renovated.
The University of Dubuque's endowment and commitments to the endowment have grown substantially, a quality and committed faculty and professional staff have been recruited and have more than tripled in size, funding streams (private gifts, foundations, and federal support) have increased dramatically, and the University's public presence and reputation are at a historic high and are continuing to improve.
The University's accomplishments in advancement are undeniable. Prior to 1996, the University averaged approximately $2 million in annual receipts. Since 2000, it has consistently ranked at the top of the most successful independent schools in the region and the country. Overall, the University of Dubuque's fundraising numbers have been outstanding and have certainly defied the regional and national norm, surpassing $300 million. The University's endowment has grown from approximately $12 million when Bullock began his presidency to over $150 million, and it has irrevocable commitments in place for an additional $79.7 million. Their efforts have been recognized by the prestigious CASE (Council for Advancement and Support of Education) Wealth Engine Award for Educational Fundraising.
One recent investment to the endowment was established by Edward Babka, through his estate. When fully mature, the Babka Endowment of $65 million will provide over $2.5 million in annual financial support for students who demonstrate need.
